Think C is Symantec's IDE for developing Macintosh applications in C / C++. It comes with an editor, including a capable debugger and a compiler/linker to create your own applications.
32-bit clean code is supported, but unlike the much more complicated CodeWarrior, there is no support for PowerPC applications. Still, this is probably the best environment for writing your own little 68k application.
